CONCORD — The House Science, Technology, and Energy Committee heard testimony on January 29 concerning House Bill 1431, sponsored by Tony Caplan (D-Henniker), that would require utilities to submit to the Public Utilities Commission a comprehensive 10-year forecast of electric demand and how they plan to meet that demand. The plan would be updated every five years.
